Thomas is the probably the son of Lord Robert Harley (1661-1724) and Middleton (?-?). This link is the subject of much debate. There is no official record that Thomas in the son of Lord Robert Harley. There is no offical record of his birth or his parents. But in the diary of his grand-daughter, Elizabeth Harley, she states that Thomas is the illegitimate son of Lord Robert Harley. There is also a Thomas Harley on the will of Lord Robert. However, there is no proof that this is a reference to this Thomas.

Hannah Amphlett and Thomas Harley married on 5 February 1728 in Abberley, Worcestershire.
He was an Alderman of the City of London.
Thomas died on 11 Dec 1757 at age 64. He is buried at St Mary Magdalene church, Broadwas.
